Approved the second reading and adoption of Ordinance 2026-01, an update to the Land Development Code to comply with Senate Bill 180.

Approved the second reading and adoption of Ordinance 2026-03, amending the Comprehensive Plan to rezone a 2.66-acre Fidelity Trust parcel from Low Density Residential to Mixed-Use. Also approved Ordinance 2026-04 amending the zoning map for the same property from Low Density Residential to General Commercial.

Approved the amendment for the remaining ARPA funds, which includes the LaGrange Road project.

Approved the Dewberry proposal for design of the LaGrange Road Sewer Utility Improvement using remaining ARPA funds from Walton County. The funds will cover design, pipe, and sewer system extension; actual connections and easements will require separate funding.

Approved a resolution to accept maintenance of the section of roadway at Marquis Way West. The city is working to acquire two parcels it does not control; the Publix shopping center area property owner has agreed to consultation about any modifications. The city is pursuing acquisition through a 4-month offer window; if unsuccessful, condemnation proceedings may follow.

Approved three items: a resolution for on-call services, a single source agreement, and a budget amendment for Ryper Water Analytics work on water system analysis and modeling.

Rescinded (motion not approved). Sewer Supervisor Johnson requested training and licensing for 2 people to drive the dump truck and larger equipment; however, councilwoman Haffner noted the paperwork stated $7086.25 for 1 person, and councilwoman Brannon raised concerns about the city's liability if employees leave after receiving training. Attorney Adkinson noted a policy exists and said the supervisor should return with proper paperwork. Councilwoman Hurst rescinded the motion.

Approved usage of the park and waiver of fees for the annual Westonwood Ranch Rodeo, held March 27-28. This is the seventh year of partnership with the city.

Approved authority for the City Manager and City Attorney to negotiate and put together a settlement proposal with opposing counsel. The developer agreement had expired with no work commenced; the city proposes to return all money except engineering costs with conditions that the developer must restart the development process and pay capacity fees if proceeding, and will not bypass the city's infrastructure and collection of fees.

Approved the second reading and adoption of Ordinance 2026-02, updating the Code Enforcement Ordinance to create a special magistrate process for code violations that cannot be corrected.

Approved a motion to amend Council's prior direction on the waiver of Community Center fees so that only another government agency for its official purpose and to grandfather in all existing reservations as of this meeting will have fees waived. New bookings will have to pay. Councilman Farris stated the issue is preventing misuse by allowing only government agencies to use at no charge while others follow rules and procedures. Attorney Adkinson noted that Council's demand for the Community Center seems higher than expected and can be monitored to adjust the policy later based on actual usage patterns.
