How to read the map
Each pin carries the project's number from the list below, in its status color. The ring around it shows how sure we are.
- Confirmed (solid ring). An official record backs this: a county or city agenda item, a permit, a state license or the state road program.
- Reported (dotted ring, hollow). Only news coverage says so. Treat it as a lead, not a fact.
- Faint halo: approximate location, near this street or neighborhood
- Dashed line: the Freeport area shown here
- Pin colors: approved or under way, under review, proposed, denied or withdrawn (the badge on each project says which).
- 16 not on the map (no location found)
Projects, statuses and numbers are put together partly by AI from city and county meeting documents, and partly straight from permit and license records, so they can be wrong. The map covers ZIP code 32439 plus the City of Freeport limits. Every project page links to its sources. How these are counted
- Every number covers the whole Freeport area since January 2025, whatever the filters on the map show, except the agenda count, which is the last 90 days.
- New homes approved adds up the homes or lots that plans given final approval are allowed, where a meeting agenda, minutes or packet states the number. It is the most a plan permits, not homes built, and plans that state no number are not in it, so the real total is higher. Where no approved plan states a number, the bar shows how many housing plans were approved instead.
- Acres rezoned adds up land-use changes and rezonings the council adopted, using the acreage in the minutes or the county's parcel records. A rezoning still waiting for its final vote is not counted.
- On agendas, last 90 days counts projects with a council or planning board meeting item in the last 90 days. FDOT road projects are not counted: they have no meeting dates.
- Carr is shown on its own card and left out of the totals: a plan of 2,000 homes or 1,000 acres or more would otherwise swamp them.
- The numbers come from AI-assisted sorting of meeting items into projects and can be wrong. Each project page lists its sources.
