Councilwoman Hurst requested Planning Director Hughes-Neel provide an explanation of the King's Crossing major development project and the Live Local Act process. Hughes-Neel explained that the project spans city and county jurisdictions with property in front of Hammock Bay and property owned by the King family. The development includes 200 townhomes, 4-story apartments, and commercial uses with 40% affordable housing to meet Live Local Act requirements. The project bypasses traditional planning board review due to state law and is currently in technical review coordination between city and county. An interlocal agreement between developer, city, and county is required before approval. City Attorney Adkinson discussed roadway access concerns and recommended the city establish a Live Local projects information page with maps and updates, and review zoning for transitional buffers.

Finance Director Simmons presented an immediate budget amendment to establish the mosquito control program with salary, benefits, and equipment needs, primarily to be operational by October 1. Council approved the amendment.

City Manager Martin reported that the 15-year-old air conditioner at City Hall has a leak and runs on scarce R22 refrigerant. After obtaining quotes, council approved the Ruud replacement unit with a 6-week delivery timeline, as the city already has similar units in service.

Council approved three separate purchases for the sewer system: a submersible mixer for Master Lift Station #1, a submersible mixer for Master Lift Station #2, and a commercial top for the Colorado. These were necessary due to grease accumulation in lift stations and weather protection for locating equipment.

Planning Director Hughes-Neel presented a change order for sidewalk revisions including an ADA ramp addition and replacement of curbing damaged by Chelco during light installation. The work addresses safety concerns regarding access from the parking lot to the back of City Hall.

Council approved payment of bills and the May 13, 2025 meeting minutes on the consent agenda.

City Clerk requested approval to move the July 8 council meeting to Wednesday, July 9 at 9 a.m. due to the Community Center not being complete and the Freeport Boardroom being booked.

Council approved expenses for Planning Director Hughes-Neel and Senior Planner Graves to attend the Florida APA Conference in Daytona for required continuing education for certified planners.
