Council approved a change order to add concrete pads for dewatering bins at the wastewater treatment plant. The work is 100% funded by USDA grant with no city cost; the change order was submitted to USDA for final approval.

Council approved purchase of 25 additional vacuum sewer valve pits and associated equipment from AirVac for the Bay Area Sewer Expansion Phase I project.

Rachel Likes requested an emergency utility access policy to allow non-owner/non-tenant occupants access to water. The City Attorney advised that Florida Statute 83.67 protects tenants from utility disconnection, but the city requires a court order or deed interest to establish utility accounts. The court had denied her emergency relief motion on April 7. Council declined to change policy without a specific court order, directing Ms. Likes to pursue relief through her ongoing legal proceedings.

Council approved the USSSA Baseball Tournament to be held at the Sports Complex on May 30-31, 2026, all-day event with no fee waiver requested.

Council approved Fire Cadets using the Pickleball Courts at the Sports Complex for a fundraiser event.

Council authorized the City Manager, City Planner, and Parks Director to meet with the School Board, County, and Developer to develop a plan for a regional sports complex at the Carr Property, with an amended plan to be brought back to Council for approval.

The council approved the consent agenda including bills and prior meeting minutes.

Council approved a 36-month agreement to purchase an iPad for the community pool to set up a point-of-sale system to replace the existing cash register.

Council accepted staff rankings from an engineering services RFQ and authorized staff to begin negotiations with top-ranked firms to add three additional continuing contract engineers to the city's rotation. Current engineers include Dewberry Engineering, Allday Howell Engineering, and Anchor CEI. Top-ranked new firms were Knauer Never Engineering (281 points), North Florida Professional (252 points), and Environmental and Geotech Specialties (248 points).
