Councilwoman Hurst reported that the Board of County Commissioners approved the city to proceed with lighting and varnish work on the pedestrian walk bridge on Four Mile Road.

The council approved repairs to a wastewater bypass pump that was struck by a car. The total repair cost is $36,323.75; insurance will cover $29,770.00, leaving the city responsible for $6,553.75 out of pocket.

The council approved a waterline upgrade project involving replacing a 2-inch pipe with driveway bores. The project includes $13,141.40 for bore pipe and bore crew services and $15,600.00 for the lowest quote to complete all 5 bores, totaling $28,741.40.

The council discussed distribution methods for mosquito control fly balls to city residents. A mailing service quote was $5,427.52; post office in-house mailing was quoted at $3,800.00 plus materials. The council directed staff to use a Facebook post, include a note on utility bills, and use robocall notification, with distribution occurring at city hall during regular business hours.

Parks Director reported that the splash pad is scheduled to open on April 1st. Councilwoman Haffner noted for the record that the facility uses filtered and tested city water with no bacteria present and would be shut down if any bacteria were detected.

The Parks Director reported consultation with the Fire Marshal regarding playground gate installation. Gates must not have locks and must be easy to open and close. One company provided a quote of $1,951.33 for fencing and gates at 3 entrances and repairs. The council requested that any gate installation plans be reviewed by the Fire Marshal's office for written approval before proceeding.

The Parks Director reported that private businesses have been using city sports facilities (fields, courts, workout stations) without authorization or council approval. The council directed the Parks Director, Planning Director, and City Attorney to draft a municipal ordinance to address commercial use of city sports facilities, modeled on county ordinance 14-5 sub-E, to allow law enforcement citation authority if needed.

The council approved bills, regular council meeting minutes from March 10, 2026, and the expenditure and revenue report through February 2026 on the consent agenda.

The council approved issuance of an RFQ to identify additional engineering firms to supplement the existing firms on contract. The city manager indicated there is sufficient work to support adding one or possibly two firms.
